The museum is a branch of the national Museum of the Vietnamese Revolution and is dedicated to a key historical event: the Nghe-Tinh Soviets uprising of 1930-1931. This site holds special historical value, as thousands of independence fighters were imprisoned here within the walls of the former Vinh prison from 1929 to 1931.

The museum's collection features over 5,000 unique artifacts, including documents, photographs, and personal belongings of the uprising participants, allowing visitors to immerse themselves in the history of the region's national liberation struggle.
